Compose a home screen from independent providers, ranked and capped per zone.

A home screen is the hardest page in a product to keep good: every team wants a tile and the page owner becomes everyone's bottleneck. Providers return blocks, the composer ranks them and caps each zone, and the client draws them. It touches no database and draws no pixel.
